How is VAT worked out?

Oman charges VAT at a standard rate of 5% from 16 April 2021 under the Value Added Tax Law issued by Royal Decree 121/2020, administered by the Tax Authority. The calculator works both ways:

We calculate with full precision, round each figure to the nearest baisa (halves away from zero), and work out the last figure by adding or subtracting, so the price before VAT plus the VAT equals the price including VAT exactly, as on an invoice.

Special cases

Three decimals for the rial

An Omani rial has 1,000 baisa, so the calculator rounds each figure to the nearest baisa, three places after the decimal point. That is why an item costing ten baisa shows one baisa of VAT, or OMR 0.001. If your billing system rounds to two places you will see a small difference from the calculator; that is rounding, not a wrong rate.

Basic food and medicines at zero rate

Basic food items and certain healthcare services are zero-rated, so no VAT is added to them. On 27 September 2026 the Tax Authority issued three new administrative decisions listing these goods, in force from 1 October 2026 and replacing the two earlier lists. They cover livestock, meat, fish, basic dairy, eggs, vegetables, fruit, pulses, coffee and tea, and human and veterinary medicines and medical equipment.

Exempt supplies

Some supplies are exempt, including residential leases and resales of residential property, sales of bare land, school fees set out in the regulations, certain financial services such as life insurance, and local passenger transport. No VAT is added to them, so do not use the calculator for them; it only works with the standard rate.

A one-baisa difference from your invoice

The calculator rounds the VAT to the nearest baisa and then adds it to the price, so the two parts always add up to the total exactly. Some billing systems work out the VAT line by line and add the results, so on a long invoice the total VAT can differ by a baisa or two. That is rounding, not a wrong rate.

Frequently asked questions

What is the VAT rate in Oman?

The standard rate is 5%, in force since VAT started on 16 April 2021 under the Value Added Tax Law issued by Royal Decree 121/2020. The law was published in the Official Gazette on 18 October 2020 and took effect 180 days later. The Tax Authority administers it, and the rate had not changed when we last checked.

How do I add VAT to a price?

Multiply the amount by 0.05 to get the VAT, then add it to the amount to get the price including VAT. For OMR 1,000 the VAT is OMR 50 and the total is OMR 1,050. You can also multiply by 1.05 in one go. Choose “Add VAT” in the calculator to see each step in a table under the result, rounded to the baisa.

How do I find the VAT inside a VAT-inclusive price?

Divide the inclusive price by 1.05 to get the price before VAT, then subtract that from the inclusive price to get the VAT. OMR 10.500 including VAT is OMR 10 before VAT plus OMR 0.500 of VAT. Taking 5% of the inclusive price gives too much VAT, so choose “Take VAT out” and the calculator does it for you.

What changed in October 2026?

The Tax Authority issued three administrative decisions listing zero-rated goods, in force from 1 October 2026. The first covers basic food, the second human medicines and medical equipment, including infant food, and the third veterinary medicines and equipment. The standard rate did not change and stays at 5%; what changed is the list of goods taxed at zero.

Is flat rent in Oman subject to VAT?

No. The Tax Authority treats residential leases as exempt, and resales of residential property too, so no VAT is added to the rent on your home. Commercial leases and offices are taxed at the standard rate unless an exemption applies. If you see VAT on a residential lease, ask the landlord why, or check with the Tax Authority.

When does a business have to register for VAT?

A business must register if its annual supplies exceed, or are expected to exceed, OMR 38,500, and may register voluntarily from OMR 19,250. A business that is not registered may not add VAT to its invoices. The calculator is not meant for VAT returns. It helps you understand a price or an invoice, and it does not store what you enter.
